Police say they got a call from a concerned citizen that Sayed they heard loud dog cries from their neighbors shed. When police arrived they ran to the back and seen a man by the name of Jimmy white aggressively rapping dog.they took him in to custody and told the dog owner. He will be pressing charges and expecting a heavy charge.
