On Thursday Oct. 13th, a scratch ticket was purchased but never claimed. The ticket was ran through the Kansas Lottery when the purchase was made. Awaiting the winner to claim his prize, the Kansas Lottery has determined the ticket was either lost or not scratched. Video was collected from the convenience store where the ticket was purchased. This location was in Dodge City Kansas. If anyone recognizes the man in this photo, contact your local police department. He may also be wanted on charges of being too cool!!!
