There have been reports of Ryan Rowe been spotted numerous times in witton park (Blackburn), pushing a pram with a toy baby in it singing twinkle twinkle little star. He is described to usually wear a high skirt and heels on when he is in public. He also has been spotted taking a piss in the middle of the parks pavilion.
