Samuel Wilding of Fenniscliffe has been fined £300 after being spotted with an abnormally large quiff. Brother, Oliver Wilding has stated: "I can't believe he has do e this after being warned so many times. "In the UK, the fine can go up to £500 but Samuel is under 16 so he can't be given the full fine." Officer Quinn told Sky news.
