About 1900 hundred hours on Monday 31st October. A male known locally as Shaun Egan was observed by a member of the public to be dressed as a "wizard". The male was seen to be standing in the middle of Howden park, West Lothian where he was shouting and screaming to passers by about how the electricity in his house was cut off. Egan, 21 from howden was also flagging down passing by cars in need of £1, he has reportedly been threatening and aggressive to people declining his request. The public have been advised not to approach the male. He is described as above average height, large ears, long dark hair, and a red and silver robe.
