Man caught violating a dog in multi story car park

A man in his late 20's was seen on the second floor of the multi story car park in margate late last night. Passers by that we're using there car park could only describe the scene as vile and sickening. Police arrived immediately and took Christopher Daniel Taylor in for questioning and the dog was rushed straight to the vets. The dogs condition is still unknown
