On Saturday 22nd April 2017 around lunch time chepstow man by the name of William Latchem was caught doing the dirty with a dog. witnesses say he had stuffed the sausage dog in his car after stealing it from an address in bulwark. he was then spotted around about an hour in the dell car park situated at the top of chepstow behind willko. there was 2 witnesses mrs Elis and her young daughter. the witness state that the man was having sex with the dog and at the moment she saw this she took her daughter away and called the police. the police then got there minutes after where they saw the man still abusing the dog in a sexual way. when the police went and spoke to him he seemed to think it was ok and that he had taking the dog out of for dinner the night before. at that the man was arrested and taken back to newport police station where he was later question and then charged with animal cruelty under The Animal Welfare Act which passed into law in 2006 he was also charged with theft of the dog and 2 counts of indecent exposure. police spokesman said that this was just disgusting behaviour and he had to be punished for his actions.
when speaking to the owner of the dog was told that the man had been taking the dog out for walks for weeks and had apparently no idea what had been going on. she stated that she just thought all the limping after was from the long walks
the man is to appear in caught on Friday 16th June where he expected to plead guilty
