23 year old Man from Waukegan Illinois identified as Eliseo Ceja was caught on his weekly fishing trips with his pants down. The eye witness known to us as simply "the in-law" described his actions as "despereat". "He would take his pant off and underware and dip his penis in fish juice and walk in the water, he said it attracts fish but I don't know. So when he came back out their was a fish stuck to his (penis) then I seen what was going on." When we tried to contacts Mr. Ceja he refused to comment and simply told us to "mind our business" and he wasn't breaking any laws. Next time you guys are out fishing be sure to keep you eyes open for this guy, since he has been looking for love in the wrong places.
