A Chester, VA resident was taken into custody this evening after a short standoff with officers. Clarence E. Payne III was taken into custody by federal agents after a short vehicle pursuit. The pursuit ended on Hopkins road where Clarence barricaded himself inside a vacant home. Clarence was under investigation for firearm and narcotic trafficking. Federal agents recovered $32,000 in cash 14 assault rifles, 12 shotguns, 26 handguns as well as hand grenades. Federal warrants were issued for a hotel room Mr.Payne was believed to be staying at, in the room federal agents found an additional $63,000 in cash, 16 pounds of marijuana and 4 pounds of cocaine as well as additional firearms. A spokesman for the ATF said the investigation has been underway for over a year and took the efforts of several federal agencies , state and local law enforcement. He was also quoted saying " Taking Mr.Payne off of the streets is considered a major blow to criminal organizations across 6 states Although Mr. Payne claims no criminal organization affiliation, he's believed to call shots for several street gangs. Officers say Mr.Payne was also wanted for questioning in over a dozen shootings.
