Yes, you the people have voiced your concerns and effective 2018 Hunting Seasons hunters will need a handicap permit to use a crossbow during regular archery season. The only other time crossbows will be permitted will be during gun season since technically you're just pulling a trigger. The DNR hopes that these measures will put some sort of work ethic back into hunting for able bodied grown men that are too lazy to put forth and effort and get good with a bow whether it be traditional or compound bow.
