MBPD says a local man is wanted in connection of selling fake lottery tickets to CCU students on campus. At approx 6:00 pm, Devin Outen was seen and recorded making transaction on campus to a few student. One student Creampie, Rebecca Loves, said that he was a very nice and charming guy with his persuasive personality. "This guy, Devin was so charming that I almost give up the panties just off his presence. He left me lost for words that I flunked my test in class".
