On wednesday evening around 6pm baltimore police officers got a call that a black cadillac was parked on top of a woman on reisterstown road. It was made aware that a woman (chell carter) was inside the car playing music, smoking weed, and on the phone fussing with her ex boyfriend about the woman she just ran over which she thought was his new girlfriend. Chell waited in traffic until the police arrived then sped off. Has not been caught yet. Please contact authorities if found she is armed and very dangerous
