State law makers have appointed the states 1st marijuana Czar, Rick Hoover from Louisville has been voted in office with 94 of the votes. Mr. Hoover is the 1st cousin of former house speaker Jeff Hoover who recently stepped down from his position as speaker of the house of
representatives. Not much is known of Hoover's qualifications , but sources say that it would be hard to find someone with more qualifications.
