Mayor Brian Patterson made the controversial decision to cancel Halloween this year. Adding to the controversy was the police state and mandatory curfew which will be in effect 6:00pm until 4:00am on November 1st.
Police will be patrolling the streets, and have been ordered to arrest trick-or-treaters on site. Trick-or-treaters will also be subject to a minimum fine of $500.00 or $1500.00 per family.
