An Ohio man was found guilty of fraudulently using WalMart welfare carts as a means of transportation. Joe Allagree aka lefty Jackson was indicted Wednesday on three counts of illegal use of a WalMart welfare cart. Allagree will be arraigned November 14, 2016.
