California Lottery Commissioner Angela Constantine says the Man from Oxford FL. came into Lottery headquarters Saturday evening with the signed winning ticket. The FL man has opted to take his winnings in the One Lump Sum Payment Option. He will be receiving $113 Million dollars after State and Federal Taxes.
