Ms. Fagan failed to authorize the winning ticket in time to collect on winnings. Ms. Fagan refused to sign winning Mega Millions lottery ticket in January of 2017 because there was no official procedures established on the method of signature. Without knowing the proper procedure for a signature, Ms Fagan was unable to complete her signature within the allotted time frame.
Currently, she has engaged with multi state governments to establish a written procedure for a signature. However, she has found herself in a catch - 22, since the signature document cannot be signed off until there is a procedure in place to sign the signature document.
