This Regina man has been found guilty of four different occasions of stealing panties while shopping at a local Value Village. He had this to say to authorities, "I was a little embarrassed to pay for the panties because I planned on going all out for my Halloween costume." He is scheduled to appear before the courts on October 31st, 2017.
