32 year old Jeff Moon was arrested for assaulting people with green hair. When apprehended he told the police "joker was there" and "I was only protecting arkham". When the police checked him, they found a bag of tobacco stuffed takis in a bag. Although tobacco is legal, this made the police suspicious. Jeff was clean though. Although Jeff had to go to jail for a year, payed a 700$ fine, and had to go to an insane asylum for 3 weeks, he got off pretty easy. When reporters tried to question Jeff, he ran away saying "I must go to arkham". He has been reported missing for 3 days after that but has been found in a trash can behind motel 6.
