The IPCC, with funding from the U.N. is developing a machine to measure the amount of Co2 being emitted during breathing. It is said this will help determine how much Co2, on average, human beings emit on a yearly basis. "We've been directed to fix a carbon price to each of the over 7 billion people on this planet to determine how many carbon credits people will need to buy to off set their personal Co2 emissions that is, in part, causing irreparable damage to our climate" Stated IPCC spokesperson Angela Skoal "Once we are able to accurately measure the amount of Co2 the body exhausts during a 24 hour period, we will use that data to determine how many average breaths per hour take place, in order to reduce testing time to only 2 minutes.
